Loftus Road chief executive David Davies said: "We understand Brentford have made the complaint against us because they feel we shouldn't be signing players while we are in administration. As a result, the Football League are considering placing an embargo on us pending further investigation.
"Under league rules, we would not have been able to sign any players had we owed money to any other clubs, but this is not the case, so I am unsure as to why Brentford have lodged a complaint.
"Being in administration has meant we have needed to be creative with the way we signed players and the deals which brought Shittu and Doudou to the club are an example of that. It's a case of fans and clubs working together and a model that I'm sure a lot of other clubs are looking at following.
"Both players we have signed with the help of supporters have had a great impact on the team this season. I even understand that Brentford were watching Shittu before we signed him. We'll be meeting with the league next week and we are hopeful this matter will be resolved.
"I want to make it clear that both deals were sponsored; transfer fee as well as ongoing salaries. Therefore these deals could have been done inside or outside of administration as they have a nil effect upon the cashflow and do not prejudice the creditors' position.
"We did not feel the need to circulate all second division clubs with these details. We can only assume that the comments Ron may have passed were done in ignorance of the full deal structure. The purpose of the meeting next week is to reassure the league and to avoid such misunderstandings in future."
